Elves...
Problem: Elves live for a very long time, often over 100 years before even reaching adulthood levels of long. With lives that long, why aren't there hundreds of level 30 elves with advanced and prestige classes saving the world from every opportunity.
Solution: Elves perceive time differently, and often live very slow lives within the elven homelands. Those who leave the fae'rie or even elven kingdoms in the world of men find that even the most homebodied of humans live fast and die hard. They adapt easily, but an elf who chooses to adventure is going to have to adapt.
Additionally, maximum level. Basically without some sort of call to adventure a character can't progress past a certain level. In DungeonPunk, a 30 level system, that maximum level is 12. When I run OSE that max level is 6 unless the race has a maximum below that. Basically experience earned from normal life can only carry you so far, and anything beyond that requires a spark of something special.
